Benin, Togo Owe Nigeria Over $11m in Unpaid Electricity Bills – NERC

The Nigerian Electricity Regulatory Commission (NERC) has revealed that the Republics of Benin and Togo have failed to remit over $11 million for electricity supplied by Nigeria in the first quarter of 2025.
According to NERC’s latest report, the two countries — through their respective power firms, SBEE (Société Béninoise d’Énergie Électrique) and CEET (Compagnie Energie Electrique du Togo) — made only partial or no payments against the power they received through bilateral arrangements.
CEET, which receives power via two deals with Odukpani and Paras Energy, failed to make any payment during the period under review. SBEE, with contracts through Transcorp and Paras, remitted only part of its dues.
Breakdowns of the payments show that; PARAS-CEET (Togo) paid $0.63 million out of $1.92 million; TRANSCORP-SBEE (Afam 3) paid $0.3 million out of $1.73 million; TRANSCORP-SBEE (Ughelli) remitted $1.82 million out of $4.97 million; ODUKPANI-CEET and PARAS-SBEE made no payments.
Out of the total $17.24 million invoiced to all six international bilateral customers in the first quarter, only $5.8 million was paid — representing a remittance rate of 33.70 per cent.
The only fully compliant international customer was Niger Republic’s NIGELEC, which settled its $3.03 million bill via Mainstream Energy.
NERC noted that the persistent failure of SBEE and CEET to meet their financial obligations raises serious concerns about the sustainability of Nigeria’s cross-border electricity trade.
The commission has repeatedly warned of potential supply cuts to defaulting countries if the situation persists.
Domestically, the report showed relatively stronger performance but with lingering payment issues. While some customers fully met their obligations — such as MSTM/Inner Galaxy, which paid its N1.64 billion invoice — others defaulted or only made partial payments.
Some of the major domestic defaulters and partial payers include: NDPHC/WEEWOOD: Paid N71.74m of N104.03m; NORTH SOUTH/STAR PIPE: Paid N21.51m out of N32.39m; Trans Amadi (OAU) & Trans Amadi (FMPI): Paid N23.57m out of N35.98m; Alaoju GENCO/APLE: Paid N100m of N455.36m (21.96% remittance rate) and NDPHC/SUNFLAG, TAOPEX/KAM INT, TAOPEX/Kam Steel, and Sapele/Phoenix: No payments made.

NERC also expressed concern over the continued non-payment by Ajaokuta Steel Company, a designated special customer, which failed to settle its N1.38 billion (NBET) and N134.05 million (MO) invoices, continuing a pattern of consistent default.
