
The Kano State Government has formally outlawed a group known as “Independent Hisbah Fisabilillahi,” following allegations of illegal recruitment and activities considered a threat to public order.
Governor Abba Kabir Yusuf, in an executive order dated December 8, 2025, said the state uncovered evidence that the group was recruiting, training, and mobilising youths without any legal backing, in clear violation of the Kano State Hisbah Board Law.
Speaking to journalists, the Commissioner for Information and Internal Affairs, Ibrahim Abdullahi Waiya, stressed that the Kano State Hisbah Board is the only body legally authorised to carry out Hisbah functions in the state.
“The Hisbah Board remains the sole institution empowered by law to conduct Hisbah-related duties in Kano,” Waiya said. “Any parallel structure claiming such authority poses a serious risk to public peace and undermines the mandate of the established board.”
“The executive order declares all activities of the group illegal, stating that no individual or organisation is permitted to recruit, train, mobilise, or deploy persons for the purpose of running a parallel Hisbah or similar enforcement outfit within the state.
“Governor Yusuf further warned that the use of Hisbah uniforms, symbols, or claims of authority by unauthorised persons would be treated as impersonation and punished accordingly.
“Security agencies, including the Nigeria Police Force, the Department of State Services (DSS), and the Nigeria Security and Civil Defence Corps (NSCDC), have been directed to investigate those behind the group and immediately stop all recruitment and training activities.
“The government cautioned members of the public that joining, supporting, or associating with the proscribed group constitutes a breach of state law. Those already enlisted were advised to withdraw immediately and report to the nearest security agency, Hisbah office, or local government authority.
“The directive also outlines penalties for offenders, ranging from prosecution for unlawful assembly and impersonation to charges related to establishing an unauthorised security outfit.
“The ban takes immediate effect and will be officially published in the Kano State Government Gazette.
